Mina M. Nicoli, a native of the Philippines, was a dental student at the University of the Philippines College of Dentistry when she was asked to join the Philippine Dental Association. As an active member, she became instated as a member-at-large in the National Dental Association of the Philippines and served as its president from 1996 to 1999. In addition, she was also a Probationary Treasurer for the American Dental Association from 1974 to 1979 and served as its treasurer from 1982 to 1990

From 1990 to 1995, she served as treasurer for both the Philippine Dental Association and the American Dental Association. She is a graduate of Philippine Science High School and took her first degree in dental medicine from the University of Santo Tomas. She later pursued a degree in public health from Harvard University and completed her Master's Degree in Health Education from George Washington University.
